This is an immigrant visa issued to the immediate realtives of the U.S. citizen i.e the orphan resident in a non-Hague country whose adopted by s U.S. citizen will be finalized in the citizen’s home jurisdication.
Who can be Issued IR-4 visa?
This visa is issued to:
- A child is coming to the United States to be adopted.
- A child who was adopted abroad by only one parent (if married).
- A child who was not seen by the parent(s) prior to or during the adoption.
